Keith Rohman, PII's president, is a recognized expert in capital investigation, working both as a guilt phase investigator and as a mitigation specialist. He has assisted attorneys representing inmates in several states, including California, Arizona, Indiana, Alaska, and New York. Rohman and his investigative team will interview the defendant, family members, former teachers, neighbors, and others. The results of such investigations have been used to secure new trials, to develop social histories, and to win reduced sentences.

Documents also play a crucial role. PII will make every effort to obtain school transcripts, family photos, birth records, psychological test results, and medical evaluations to paint a complete picture of the defendant's life history.


Working on behalf of a German citizen on death row in Arizona, PII investigators traveled to Germany to obtain details about his early life (Arizona v. Apelt). During an interview with the defendant’s former teacher, PII learned that 20 years earlier, the teacher had featured the defendant in her university thesis on troubled and special-needs youngsters. Investigators collected this data and provided appellate attorneys with a copy of the thesis, the teacher’s notes on the defendant’s early life, and childhood photographs of him.
